Advance Northeast Ohio guides how we think, plan and act regionally to grow jobs, increase incomes and improve the overall quality of life in the 16 counties of Northeast Ohio.

Governmental Excellence: An Oxymoron No More?

Governmental excellence are two words one rarely sees together, but Cuyahoga County Executive Ed FitzGerald paired them in his State of the County address this month, which Advance Northeast Ohio summarized here.

Many commentators might declare those two words to be an oxymoron. But they don't have to be and the partners of Advance Northeast Ohio share Mr. FitzGerald's desire to measure the effectiveness of government and spread best practices. Mr. FitzGerald called for the creation of a Center of Governmental Excellence that "would provide an outside, unbiased analysis of exactly how well we are actually progressing."

There is a great need for such a center to serve not only Cuyahoga County, but all of Northeast Ohio, as this editorial from the Warren Tribune Chronicle reminds us -- rasing taxes to pay for dispatch services that could be provided by others, really?

The EfficientGov Network of local government officials and business leaders has been pushing hard to promote more government collaboration in the region, and FitzGerald's call for a Center of Governmental Excellence should reinforce those efforts.

JobsOhio Operating

One of the biggest changes designed to improve the economic competitiveness of Ohio is JobsOhio, the state effort that privatized and regionalized economic development in the state.

As this story from the Cincinnati Enquirer shows, the JobsOhio board is off and running in the new year, particularly now that it has secured its funding source. The board meeting included an announcement of a $500 million investment in Ohoi tied to the gas industry. Expect to see a lot more of those in 2012.

And expect to see even more changes as Team NEO and its partners in Northeast Ohio collaborate to implement the JobsOhio strategies.

University Park Alliance Progress

A vibrant region is made up of many great places and our partners at the University Park Alliance are devoted to turning the 50-block neighborhood around the University of Akron into just such a great place.

New research sponsored by the Alliance shows the potential for the neighborhood, including more than $1 billion in investments and more than 14,000 jobs.

The Alliance is a strong partnership among key stakeholders in Akron. Turning its master plan into reality will require commitment from all of the partners, as well as regional stakeholders.

County Executive's Plan in Line with Advance Northeast Ohio Goals

Cuyahoga County Executive Ed FitzGerald spoke of his plan to strengthen the county during his second State of the County address, sharing a number of strategies in line with Advance Northeast Ohio's goals.

Unveiling 12 guiding principles in what he's calling The Western Reserve Plan, some areas FitzGerald touched on include, establishing Greater Cleveland as a center of entrepreneurship and job growth; incorporating economic inclusion as a guiding principle in economic development strategy; and implementing a practical strategy for creating a functioning, county-wide metropolitan government. 

To strengthen governmental efficiency, FitzGerald wants the county to become a central service provider that communities can contract with to reduce the costs of what eventually may be 30 municipal services, according to Crain's Cleveland Business. Examples of the 30 municipal services FitzGerald believes the county could offer to cities and villages include information technology services, central 911 service and sex crime investigations.

A website dedicated to the Western Reserve Plan has been established that will provide updates and offer opportunities to get involved.
